Washington state attorney general Bob Ferguson said Washington, New York and Massachusetts took the lead on the complaint, which was also joined by Connecticut, New Mexico, Illinois, Hawaii, North Carolina, Oregon, Rhode Island, Delaware, Iowa, Vermont, Virginia, Pennsylvania and D.C.
