Our new neighbors have an unhappy barking puppy that begins howling and crying and barking at 4 AM. They do not walk him and they have him confined to a cage. We rely on the sanctuary of silence especially at 4 AM, to do our reading and writing. What to do?The alley between the buildings is like a microphone carrying the sound to the neighborhood.
