Four Large Dogs in a Postage Stamp Yard

The four large dogs next door never get walked. Their families share a 12x12 foot square of yard in which hundreds of gallons of urine and thousands of pounds of feces have piled up over eight years, causing a severe stench. I feel like I live next to a pig farm. I always end up calling the City about it, and they call the landlord, and she calls the tenants, and eventually the poop gets picked up. This has been going on for years. The yard is a toxic waste dump.
