In the 'hood

 At 4PM I went into the small backyard with my dog and a white RI Nissan sedan with completely blackened windows pulls up and a woman gets out while parked in the driveway and leaves the motor running.  The woman who was driving had shoulder length dark hair (in her 20's) gets out. I watch her. She climbs up the back stairs and turns and she takes a drag from her cigarette. Then she quickly chucks a tiny package into a hole in the top of the the plywood sandbox that's in the corner of the yard and drives off. Two minutes later the young girl from the third floor came down to retrieve it for her two foster mothers.
