Do one weensy exercise today. Don't make a master plan. Carve a crack in the wall today. This is how it goes. Otherwise you put the cart before the horse. I know because it's the same for me. If I step out the door I have fitness. If I think "walk to the pond to run" I'll put it off. Bill tells me: Build a small behavior on top of a habit you already have.
For me it's adding a few jogs with my dog on the dog walk loop. If I try to take it away from that it's a monster! Does that make sense?
