Auto Thieves in the Underground Economy

The illegal auto trade and license plate stealing is thriving here in my neighborhood. Its exactly the kind of trouble that takes a long time to shut down. Meanwhile the tenants suffer through the barrage of thieves that visit regularly, helping themselves to anything that isn't tied down.
