I bike commute year round in Homer, Alaska. This article covers some good tips. Another important thing to remember is visibility during the darker months. There are plenty of good reflective options... trim on backpacks, boots, jackets and gloves. Lights is a good area to not skimp: get a decent, bright rechargeable headlamp there are many choices in the $100 range. Rear blinkies are much cheaper, I have one attached to the frame and one on my backpack.

If your winter is loooong, like ours then investing in studded tires may be worth considering. One of my favorite things about my morning commute is passing cars that can't make it up and out of the hill at the exit of our sub-division.

This winter I biked 100% of November and December commutes.
