 Sometimes you have to speak out in the most direct and polite way possible to make an effective change.

Hope all is well and you're safe and healthy. I've been meaning to get in touch with you. 
I hope when you have a chance you could drive by your property.
There are tenants on the first floor porch left side when facing the building 
who are very inconsiderate with loud music and shouting at all hours of the day and night.
Rather than call the police I thought first I'd let you know. I thought you should know
because I suspect that it makes it unpleasant for your other well-behaved tenants.
